The Nomad's Bill of Rights

Preamble

The year is 2011. American democracy, once the hope of the European destitute, abandoned, and persecuted, has been dismantled. This democracy is built, through deceit and treachery, on the backs of a holy people who live with the Earth. Collectively, these holy peoples, the aborigines and the indigenous, are still the equivalent of grandparents to the Europeans, the teenagers. The grandparents were enslaved. It is no wonder then that the future generations, the unborn, are being sold out for those now living.

If one stands in the middle of a wooden ladder, one can cut off the section above without great adverse effect, but to cut off what is behind is to fall to the ground, destroying future progression toward the higher place. It is to condemn oneself to the pit when the means of extraction is in hand; humankind is weakened. The truth of this will become as obvious as a starving child whose abdomen is distended by parasites. To be a part of this accord is to act to save the Earth and Her People—all of Her People.

We are one family living on this one planet. Areas and cities shall retain their specific names. Borders are obsolete, yet The People must refrain from overpopulating or overusing any single area. All beings are equal. All are essential. All functions of society are performed by The People, therefore, everyone is included. All lifestyles, heterosexual or homosexual, are acceptable except those resulting from or in fear, ignorance, and neglect. Results of behavior are the fruits of doing. These types of results, spreading fear, ignorance, and neglect, shall be cause for therapeutic attention and action.

The Nomad's Bill of Rights, is a way to combine the best of the Now with the wisdom of the Then to establish a healthy When for all concerned--those born here, those born elsewhere, and that which sustains all life. This document considers all with the goal of peace and harmony, and clarifies goals and directions of the Government and Business in deference to the Nomad. It sets the Golden Age of Peace as the destination out of the Prickly Path of Pain and Gluttonous Greed. This work is dedicated to all relations, to the enlightenment of all beings, throughout all experience.

DEFINITIONS:

The Nomad—

I am a Nomad. I seek to understand my place in the Ultimate and Relative world, the super mundane and the mundane. I go to places others shun to touch my inner core, the connection to the Divine. What others ignore is significant to me. I go when I must, and stay only awhile. I help others when appropriate, but follow my own calling. My every breath is my every step on the spiritual path. I travel on the fringe of society for I am redefining myself, reinventing myself beyond conventional definitions. I move through space like an asteroid. I relentlessly engage in whatever activity brings me closer to Divine embodiment, to become the grain of sand in which a world exists. I live life like a leaf on a river, to which change may come swiftly.




The Householder—

I am a Householder. I choose to be more of a permanent fixture of my local community, single or married, parent or free agent, apartment dweller or farm owner. I have steady employment, and am engaged in community activities, social and political per my discretion. I cherish the local area. It is suitable for my family and me. I am content to stay in my local area. I know the path to the Divine, my personal path is set in a regular orbit, and I have no need to seek what is already found. I live in slow, gradual change like the incoming and outgoing tides.



DESCRIPTION:

The Nomad defines the Householder as the Nomad rejects the acquisition of material goods and standardized lifestyle, in all its’ myriad expressions. As the Nomad's sacrifice is another's gain, Government and Business are to take great care to consider the Nomad's welfare. As the Nomad is the least of the social structure, (s)he is the first and foremost to be considered. A Nomad is to be treated with graciousness and generosity, respect and courtesy as their requests are not of desire, but necessity. They are to be viewed as spiritual seekers who search for the greater synchronicity in humanity, regardless of religious methodology, by shunning the life of the Householder. As long as the Nomad is genuinely respectful and peaceful, there are no fences or borders that cannot be crossed. All meetings between Nomads are to be hospitable and gentle. When approaching a Nomad dwelling, one is to announce one's presence, staying at a distance from the entrance until greeted. No man or woman has right to degrade, humiliate, threaten, or torment any Nomad, male or female. The Nomad life is taken up by choice or by simple fact of life in the act of life, no other way.

Since the mystical moment redefines one's perspective of all experience, the actions and appearance of the Nomad may be unsettling. One may sometimes wonder if a Nomad is mentally stable. This may be a legitimate question as redefinition of experience flips a person's awareness of the world. The Nomad's understanding of the physical body may be experienced like disembodiment before the new awareness integrates into the grounded form. The heart and body of the Nomad are exposed while the intellect may be off-line and, if for only the display of great courage to face his/her cherished ignorance, is therefore worthy of kind, tender care by all. This place of experience is one of great pain, great challenge, and great beauty. There is no other way to speak about this moment of redefinition. Words can barely describe a mystic truth much less through the physically limited dogma of science. The yogi is a mystery because of the understanding of the human role in the Divine plan. This is the territory of the Nomad. It does not indicate sanity, or insanity. The Nomad realizes we are all behaviorally diseased, thus, no one can judge another just as a man born blind cannot compliment an artist's technique.

Nomads seek to explore the more remote places in the human repertoire. The behavior of a Nomad may seem inscrutable, or incomprehensible. However, when approaching the Divine, a Nomad must shun the commonly frequented places of society, opting for minimal contact, intervention, or management. The Government is to ensure these places are untouched by Business. The Nomad shall be viewed equal to the most meticulous of scientists, relentless in their pursuit of answers to these ancient questions. Living as a Nomad, one willingly submits oneself to the wiles of unfettered life. It is to be accepted that anything and everything could occur. (S)He participates in expanding understanding. Deep dialogue with the Divine can sometimes equate to the embodiment of mystical forces of change to then become an emissary, messenger, or even an active principle for the Divine Unity; one makes oneself available to the inexplicable. The Great Synchronistic Now, the Uncontrived Serendipitous may lead the Nomad into service as the experiential witness to things others would rather no one see. The Nomad seeks his/her own truth within the Great Whole, the Ultimate Truth functioning within the Relative. If, along his/her search, one becomes a witness to depravity, contrivance, or aggression of others, testimony by this person is highly credible due to the choice of purity of principle over materialistic acquisition. If the person's heart is sincere, (s)he is not attached to any particular outcome; a Nomad's word is without personal preference therefore of great value.

There are those in society who believe that this mystical moment is either superstition and/or psychotic break. Some believe that only highly trained individuals, having been thoroughly prepared and overseen by their betters, can truly experience a first hand connection to the Great Divine. Some others believe that there are no more prophets to come. We will only know what is true if we do make room for those who, for whatever reason, are aware of that which we are not. Science only talks about what it knows, willfully blustering over that which is unknown—an entirely human response. Radio waves are an example of what once was balderdash to science. Discoveries in quantum physics reveal the scientific groundwork of a Nomad’s experience and thus give it validity, even though this type of physics is yet a mystery. Not knowing negates not the experience, and no amount of blustering will bring comprehension. Repeated observation will do so, thus, the need for empirical evidence.

A teepee, lean-to, tent or yurt is appropriate housing for the Nomad. Typically, traveling salesmen are Householders though rare exceptions may exist. If walking on homesteaded land, the Nomad shall humbly request a campsite from the Householder. Otherwise, the Nomad may meditate for a short while or move on. Gains of any kind are given to the Nomad freely by choice, or it passes into Divine karmic record. When leaving ANY campsite, the Nomad shall remove all traces of habitation in respect for other living things. All parks are Nomad sanctuaries. Obstruction by pious disregard is inappropriate. Rangers have right to relocate a Nomad for ecological safety reasons. The Nomad is to answer the Divine call, and to preserve the lives of all other beings. Public parks are to provide bathrooms, showers, bunks, lean-tos, and if the occasions arise, election polls. Dental, vision, and medical attention of high quality is a right for all. No one is turned away.

Nomads are to attempt hygiene whenever discreetly possible. It is Government responsibility to provide facilities for the Nomad in heavily populated areas. All human services are provided to the Nomad without exception should there be a need. Conversely, a Nomad is to leave a facility in BETTER condition than when first arrived. Supplies are to be provided. Because of this consideration, any rejecting the Nomad rejects life as a whole creating a negative psychic echo. In severe cases, the Nomad is to leave the area immediately to avoid escalating an aggravation into a provocation; discord is to be discouraged or avoided.

If not in chosen isolation, the Nomad is to solicit work in whatever trade is appropriate, applicable, and fortuitous in service to The People in a non-threatening manner. This is to ensure (s)he is not lazy or complacent. If the Nomad is camping in a large population, (s)he is to make him/herself useful to others. Business is to tolerate the Nomad, thus, removal of a Nomad site is inappropriate. Nomad obstruction of a Business is also inappropriate. Cooperation, not competition, is the key.

If the Nomad is ill, (s)he is to refrain from contact with all Peoples except family, medical staff, and willing, aware visitors. If the lone Nomad becomes ill, (s)he may request assistance from a Householder at a distance. Respect and consideration for each other is priority. The Householder is to respond appropriately to this request and medical staff is to respond also. The Householder either chooses to keep his/her distance or close the distance per individual discretion. The Householder is to attempt to help even in the smallest degree.



A Householder is a person who chooses to make their life within current society, remaining in a general location to establish themselves in that community. However, a householder may choose to become a Nomad or vice verse at any given time. This is the freedom of The People, of life—to change, adapt, and outgrow their previous place in the world. This is the FREEDOM TO BE. Proper notification of such change is a duty, of which one MUST follow through. If a Householder becomes facile about his/her life, the Nomad’s path may be bidding its’ greeting to him/her. Nomads and Householders are only different by focus, one on the intangible world, the other on the tangible world. The awareness is the exact same; we are all still one of the People.

A Householder who is so motivated to serve The People in either Government or Business may apply for a position or site. They must work in the community where they live. If a Nomad is called from the wilds into public service of this nature, he/she is allowed to present him/herself to the community with their talents. It is for The People to decide. Wisdom is not taught in books, or classrooms. The People each have a unique constructive talent. Talent is refined by experience. Having talent to help other people is definitely within the Nomad’s range of experience and expertise. However, by offering himself as a Governmental servant or Business employee, he thus chooses to become a Householder in effort to best serve The People. Local social services shall be made available for the lifestyle changes necessary, which are not to be entered into flippantly.

The People shall perform service without charge to their community to express personal talent if the service meets a demand. This is Business—investor, owner, or employee. By providing the service or goods needed for another or helping another achieve the same, the owner or employee is provided personal goods or services without charge. By being an active support to the community, they earn the right to be supported materially. The systems to provide for The People are already in place. We must let go of the desire for immediate exchange. By relinquishing immediate exchange, if a current job is not enjoyable, the standard options such as college, want ads, or trade schools are still available. The goal is to train to provide for the community. One must provide quality services and goods. One’s productivity will enrich The People, thus, one earns the right to get groceries, take a hot bath in their own place, and acquire brand new clothes, etcetera. Resumes and diplomas are still valid and necessary as is the Unemployment Office. Money is obsolete. Mechanical products are to be modular in design, easily recyclable, and long lasting; planned obsolescence is a legal offense.

The Government is not to be entertained by Business due to an individuals’ position or title. Government employees are to associate themselves with behaviorally healthy, peaceful grassroots programs in their local communities. They will also live in the communities that they serve. They are to attend rallies, and open forum discussions to raise awareness in their districts. Local district discussions are kept to 20-50 people with recording devices or on-site staff to inform The People of the actions of such debates. This is in effort to keep confusion, discord, and threat at bay. Attendees are selected strictly at random, any age, any gender, any cultural background. Should such a debate be hotly contested by the community, the People may express their dissent with civility through e-mail, mail, public community boards, newspaper editorials, and peaceful marches—exactly the avenues which are available in this day and age. None but the disrespectful will be a violation in any way.

For the health and welfare of the Earth, all oil drilling will cease. The Nomad walks until he/she can fly. The Nomad carries what he/she has unless by circumstance they are unable. The Nomad may accept rides if freely offered without threat. As we live in a culture which demands instant gratification, Government and Business should triple efforts to invent new modes of transportation which are non-toxic and non-corrosive. Electric or renewable energy cars, trains, buses, or boats are to be used in cities. Again, Government and Business are to support research for more efficient, safer means of transportation than ones currently in use. Cities are to remain small pockets of concrete and steel. Cars with petroleum engines are to be recycled. All products created by Business are to be recyclable, reusable, or composted by that very same Business, or it is not serviceable, therefore not valuable. All landfills are sifted for reusable material. Anything with a brand name tag goes back to the manufacturer. All unusable material is to be handed to inventors and scientists for study in returning such materials to an organic, nontoxic state. There is no such thing as a dumpsite. Compost bins shall replace them. To provide more work options for more people, large multinational corporations shall be eliminated. Only collectives of individual owners shall be allowed larger agreements to assist those who produce services/goods in greater demand from the People as with farmers; they shall receive help to meet the demand. Market creation of products or services resulting in a drop of quality of life shall be discontinued. Scientific discoveries which result in the manipulation of life (GMOs, gene-customized embryos, etc.) shall be discontinued; we have not the wisdom for such experimentation.

For the re-establishment of the topsoil and to give necessary nutrients to it, hemp and marijuana shall be grown whether by farmer, homemaker, scientist, nomad, or even in the wild. Hemp is to be used as an alternative to paper; logging must cease. Bamboo can be used as replacement building material. Strip-mining of all sorts must cease. Marijuana shall be utilized responsibly for medical purposes by those who do not have allergic reactions. As corn is a food source for many, it is rejected as biofuel. Fracking is a legal ecological offense.

The organization currently known as The Police will be trained in the spiritual diversity of humanity. They are to be protectors without weapons. A policeman is not to strangle the community with fear. Intimidation is cause for removal. Intimate protection without sexuality is the intent. This public servant is accessible to The People of his community by choice, out of genuine love. The People are his/her uncles, brothers, nephews, fathers, sons, aunts, sisters, nieces, mothers, daughters, and grandparents. Monogamous matrimonial vows are to be taken prior to accepting this authority. The lead officer may have many single deputies, male or female. The type of wisdom needed for this position requires experience. For this current state of social progress, one must be at least 33 years of age; though wisdom may be found in the young, life holds many challenges. If during an officers’ employ, the “marriage” should break up, the officer will be released from service until such time as his/her personal turmoil has subsided. As the role of the officer is so encompassing of one’s life and the life of the community, he/she is not required to immediately enter into further service of The People unless personally requested; the officer is not to be denied services or goods. During the leave of absence, the officer is expected to attend to his personal life in such a way as to re-establish harmony within him/herself—possibly to become a Nomad for a short period of time depending upon the prerogative and/or need of the individual.

The officer is a type of spiritual patrolman. The role is to respond to disputes and discords of all kinds and degrees. He/She shall need to be a counselor. His/Her spiritual practice, whatever the method of choice per individual, is the motivation to protect and care for The People. His/Her bond with the direct community is very strong. The People elect the individual through trust. Training of the officer and deputies require study on all religious belief systems, even non-religion, as well as one’s own basic, personal connections to the Great Divine. All are to be explored and talents perfected. Please note that a myopic worldview, the sole goal being personal gain, will not be considered for the position of officer or deputy. This view is a form of emotional, psychological violence based on prejudice, a person who looks upon others with disdain, and is disqualified. Trainees must reside in their electoral group, so that The People may observe them as they develop and mature. As spirituality and psychic phenomena are connected, the officer or deputy would also respond to psychic disturbances. Often these are one and the same in that one may culminate into the other. As need should arise, the officer may elect to request aid from various therapists, depending upon the specialty of that individual. The officer or deputy shall refrain from discriminating against any religious practice, or lack thereof, in the district as a means to emphasize any one method.

If an officer finds a Nomad ignoring the call of the path or a Householder ignoring his/her duty to the whole, it is officers' duty to motivate that person without violence or aggression. In severe cases, the lazy Nomad is to be removed to a safe, unpopulated area and released, provided with small provisions and portable shelter if unequipped. From there, the Living Mystery shall envelope the Nomad. The lazy Householder will be evaluated for therapeutic assistance. The very young, the frail elderly, the sick, and the handicapped are exempt, but unhindered; these four groups of The People shall be cared for without exception.

For a Householder to move, social services shall connect to an officer willing to accommodate them in their district. The officers’ consideration is whether the petitioner will be harmonious within the neighborhood. Being aware of the intimate behavior of The People in the district, the officer considers the whole community. If a citizen’s neighbors rise up against him/her, the citizen must move, Householder or Nomad.

Abandoned children are to be kept by blood relations, or by extended family whichever is the most behaviorally healthy. It is necessary to attempt to keep the child in familiar surroundings. This does not dictate that the child should remain with blood lineage. The officer, knowing the strengths and weaknesses of the community, is more qualified than most to make this decision; no child is to be left in limbo for more than six months. Social services shall be included in such decisions for greater discernment. Public education classrooms will be gender segregated as the learning capacities of each are drastically different. Class size will be limited to 15 maximum. The psychological benefit and welfare of each child is to trump all other disciplines. All children, EVERY CHILD, is the joyful duty of society, a jewel of our future. A safe, healthy enjoyable childhood is a matter of global consequence for lasting peace.

Prison or jail term is designated by violent act only. Incest, rape, or bestiality is sexually violent ignorance. Prison is concentrated education and therapy, not warehousing or brainwashing. These institutions are the commitment of all teachers, therapists, and social services. All employees are to view prisoners as therapy cases, which are not closed after release. Therapeutic information is to discover the constructive latent talents, lingering misunderstandings, and wrong views of the violent offender to assist them in learning how to express him/herself peacefully and constructively. Spiritual expression other than blood sacrifice is allowed. In prison, the offender learns what (s)he is, why (s)he is. Yoga, meditation, Tai Chi, and Qi Gong are taught. Philosophy is discussed and debated. School is attended five out of seven days without grades. Time is spent exploring creative expression of experiences. Therapy will be based off these creations. Shock therapy is banned. As the karma of the violent act cannot be eliminated by any Government policy, there is no way to undo what has been done. Capital punishment is ineffective and impotent. Petty action after devastation only whets the appetite for greater suffering; no one learns anything. In domestic violence cases, the violent will find him/her selves in custody for assessment.

Prison/jail case files are to be transferred to other therapists/social services working outside this teaching system, possibly as an extension of a 12-step program, specific to the individuals’ needs. The new caseworker observes the released citizen as a type of sponsor/parole officer. This therapist is in close contact with the district officer to maintain equilibrium and awareness within the neighborhoods. This is extended family and intimate healing, for the betterment of the behavioral health of The People, not a control device of a dissident in society. A released citizen has successfully been educated about him/herself emotionally, mentally, and spiritually through self-discovery. (S)He keeps all of their human rights and civil rights. The caseworker releases the citizen upon his/her discretion with the understanding that if the citizen needs assistance again, the therapists’ expertise is available, or a referral can be designated. No citizen will be left without a support mechanism, ever. Privacy and respect of another's personal choice in life is tantamount to each and every kind of democratic freedom We are all here upon this Earth to assist each other. This document is an effort to delineate how we can live without strife. These pages cannot encompass the human capacity. When the vulnerable are no longer nurtured, the safety net developing holes, or the letter of the law be corrupt and ruinous to the quality of life when enforced, the law must be revisited to reinvent an accord under which all the living things may survive, thrive, reinvent and flourish. May the Great Divine be pleased.
