DRAFT RESOLUTION ON THE U.S. ATTACK ON SYRIA

Whereas the United States has long been in material breach of the laws of war by having employed chemical weapons against civilian populations; and has been the major manufacturer and seller of such weapons to numerous countries, including dictators;

Whereas the abuses of the regime of Barack Obama and his predecessors in office have included aggressive war upon civilian populations in numerous countries, resulting in many hundreds of thousands of people killed in the past twelve years, and many millions of internally displaced people throughout the Middle East, creating an unprecedented regional crisis and instability;

Whereas the Obama regime has the largest stocks of chemical and nuclear weapons in the world and has demonstrated its capability and willingness to repeatedly use such weapons of mass destruction against other nations in too many instances to enumerate here;

Whereas the U.S. government has refused to consider any evidence concerning the use of chemical weapons by opponents of the Assad regime, or to consider any evidence collected from any sources but itself and Israel;

Whereas the Arab League, though declaring with regards to the August 21 incident that they hold the “Syrian regime responsible for this heinous crime” has clearly asked the U.S. not to invade Syria for this purpose as have numerous other nations, as well as the Secretary-General of the United Nations, and the Pope;

Whereas the United Nations Security Council, in Resolution 1540 (2004) affirmed that the proliferation of nuclear, chemical, and biological weapons constitutes a threat to international peace and security, a proliferation for which the United States is one of the most responsible parties;

Whereas the United States has been seemingly congenitally unable, for many years past, to refrain from the threat or use of force against the territorial integrity or political independence of other states, as required by the U.N. Charter;

Whereas the immense military establishment of the United States, essentially no longer controlled by any constitutional checks and balances, threatens the security of the Middle East and the national security interests of other nations far more than does that of Syria or any other single nation in the world;

Whereas the actions and conduct of the Obama regime are in direct contravention of America’s legal obligations under the United Nations Charter, and the Geneva Conventions, and constitute a grave threat to regional stability, world peace, and the national security interests of other nations:

Whereas the conflict in Syria will only be resolved through a negotiated political settlement, and even Congress (!)calls on all parties to the conflict in Syria to participate urgently and constructively in the Geneva process, which the United States has slighted and postponed repeatedly;

Whereas the President has authority under the Constitution and international law to use force only in order to defend the United States against actual or imminent attack:

And whereas, in light of all the facts above laid out, the United States of America has no legal or moral standing to attack a sovereign state which is behaving no more violently, inhumanely, nor illegally than itself;

Now, therefore, be it,

Resolved by the people of the United States of America and of the world in their respective nations assembled,

That in the interest of stability and the rational reduction of violence and human suffering, the United States should stay the hell out of the Syrian and all similar volatile situations.

Nothing in this resolution should be interpreted as preventing the use of multilateral negotiation and internationally agreed sanctions to stabilize the situation; nor as preventing perpetrators of war crimes or violators of internationally agreed conventions from being brought before the appropriate international tribunals.

Unfortunately, this resolution will not be effective until agreed upon by a substantial portion of the world’s population.
