What Trump Really Told Kislyak After Comey Was Canned

During a May 10 meeting in the Oval Office, the president betrayed his intelligence community by leaking the content of a classified, and highly sensitive, Israeli intelligence operation to two high-ranking Russian envoys, Sergey Kislyak and Sergey Lavrov. This is what he told them—and the ramifications.

n a dark night at the tail end of last winter, just a month after the inauguration of the new American president, an evening when only a sickle moon hung in the Levantine sky, two Israeli Sikorsky CH-53 helicopters flew low across Jordan and then, staying under the radar, veered north toward the twisting ribbon of shadows that was the Euphrates River. On board, waiting with a professional stillness as they headed into the hostile heart of Syria, were Sayeret Matkal commandos, the Jewish state’s elite counterterrorism force, along with members of the technological unit of the Mossad, its foreign-espionage agency. Their target: an ISIS cell that was racing to get a deadly new weapon thought to have been devised by Ibrahim al-Asiri, the Saudi national who was al-Qaeda’s master bombmaker in Yemen.

It was a covert mission whose details were reconstructed for Vanity Fair by two experts on Israeli intelligence operations. It would lead to the unnerving discovery that ISIS terrorists were working on transforming laptop computers into bombs that could pass undetected through airport security. U.S. Homeland Security officials—quickly followed by British authorities—banned passengers traveling from an accusatory list of Muslim-majority countries from carrying laptops and other portable electronic devices larger than a cell phone on arriving planes. It would not be until four tense months later, as foreign airports began to comply with new, stringent American security directives, that the ban would be lifted on an airport-by-airport basis.

In the secretive corridors of the American espionage community, the Israeli mission was praised by knowledgeable officials as a casebook example of a valued ally’s hard-won field intelligence being put to good, arguably even lifesaving, use.

Yet this triumph would be overshadowed by an astonishing conversation in the Oval Office in May, when an intemperate President Trump revealed details about the classified mission to Russia’s foreign minister, Sergey V. Lavrov, and Sergey I. Kislyak, then Russia’s ambassador to the U.S. Along with the tempest of far-reaching geopolitical consequences that raged as a result of the president’s disclosure, fresh blood was spilled in his long-running combative relationship with the nation’s clandestine services. Israel—as well as America’s other allies—would rethink its willingness to share raw intelligence, and pretty much the entire Free World was left shaking its collective head in bewilderment as it wondered, not for the first time, what was going on with Trump and Russia. (In fact, Trump’s disturbing choice to hand over highly sensitive intelligence to the Russians is now a focus of special counsel Robert Mueller’s investigation into Trump’s relationship with Russia, both before and after the election.) In the hand-wringing aftermath, the entire event became, as is so often the case with spy stories, a tale about trust and betrayal.

And yet, the Israelis cannot say they weren’t warned.

In the American-Israeli intelligence relationship, it is customary for the Mossad station chief and his operatives working under diplomatic cover out of the embassy in Washington to go to the C.I.A.’s Langley, Virginia, headquarters when a meeting is scheduled. This deferential protocol is based on a realistic appraisal of the situation: America is a superpower, and Israel, as one of the country’s senior intelligence officials recently conceded with self-effacing candor, is “a speck of dust in the wind.”

Nevertheless, over the years the Israeli dust has been sprinkled with flecks of pure intel gold. It was back in 1956, when the Cold War was running hot, that Israeli diplomats in Warsaw managed to get their hands on the text of Soviet premier Nikita Khrushchev’s top-secret speech to the Twentieth Party Congress in Moscow. Khrushchev’s startling words were a scathing indictment of Stalin’s three decades of oppressive rule, and signalled a huge shift in Soviet dogma—just the sort of invaluable intelligence the C.I.A. was eager to get its hands on. Recognizing the value of what they had, the Israelis quickly delivered the text to U.S. officials. And with this unexpected gift, a mutually beneficial relationship between the resourceful Jewish spies and the American intelligence Leviathan began to take root.

Over the ensuing decades it has expanded into a true working partnership. The two countries have gone as far as to institutionalize their joint spying. The purloined documents released to the press by Edward Snowden, for example, revealed that the N.S.A., the American electronic-intelligence agency that eavesdrops on the world, and Unit 8200, its Israeli counterpart, have an agreement to share the holiest of intelligence holies: raw electronic intercepts. And the two countries inventively worked in tandem, during the administration of George W. Bush and continuing with President Obama, on Operation Olympic Games, creating and disseminating the pernicious computer viruses that succeeded in damaging Iran’s uranium-enrichment centrifuges. American and Israeli spooks have even killed together. In 2008, after President George W. Bush signed off on the operation, the C.I.A. cooperated with agents from the Mossad’s Kidon—the Hebrew word for “bayonet,” an appropriate name for a sharp-edged unit that specializes in what Israeli officials euphemistically call “targeted prevention.” The shared target was Imad Mughniyah, the Hezbollah international operations chief, and any further terrorist acts he’d been planning were quite effectively prevented: Mughniyah was blown to pieces, body parts flying across a Damascus parking lot, as he passed an S.U.V. containing a specially-designed C.I.A. bomb. But like any marriage, the cozy—yet inherently unequal—partnership between the American and Israeli intelligence agencies has had its share of stormy weather. In fact, an irreparable divorce seemed likely in 1985 after it was discovered that Israel was running a very productive agent, Jonathan Pollard, inside U.S. Naval Intelligence. For a difficult period—measured out in years, not months—the American spymasters fumed, and the relationship was more tentative than collaborative.

But spies are by instinct and profession a pragmatic breed, and so by the 1990s the existence of shared enemies, as well as shared threats, worked to foster a reconciliation. Besides, each had something the other needed: Israel had agents buried deep in neighboring Arab countries, producing “HUMINT,” as the jargon of the trade refers to information obtained by human assets. While the U.S. possessed the best technological toys its vast wealth could buy; its “SIGINT,” or signals intelligence, could pick up the chatter in most any souk in the Arab world.

And so by the time of Trump’s election, despite the snarky, rather personal feud between Prime Minister Netanyahu and President Obama, the two countries’ spies were back playing their old tricks. Together they were taking on a rogues’ gallery of common villains: al-Qaeda, Hamas, Hezbollah, and the Islamic State. “We are the front line,” a high-ranking Israeli military official bragged to me, “in America’s war on terror.” Over recent months, the U.S. intelligence windfall has been particularly bountiful. Israel, according to sources with access to the activities of the Mossad and Unit 8200, has delivered information about Russia’s interaction with the Syrian, Iranian, and Hezbollah forces taking the field in the Syrian civil war. And there is little that gets American military strategists more excited than learning what sort of tactics Russia is employing.

It was against this reassuring backdrop of recent successes and shared history, an Israeli source told Vanity Fair, that a small group of Mossad officers and other Israeli intelligence officials took their seats in a Langley conference room on a January morning just weeks before the inauguration of Donald Trump. The meeting proceeded uneventfully; updates on a variety of ongoing classified operations were dutifully shared. It was only as the meeting was about to break up that an American spymaster solemnly announced there was one more thing: American intelligence agencies had come to believe that Russian president Vladimir Putin had “leverages of pressure” over Trump, he declared without offering further specifics, according to a report in the Israeli press.

Israel, the American officials continued, should “be careful” after January 20—the date of Trump’s inauguration. It was possible that sensitive information shared with the White House and the National Security Council could be leaked to the Russians. A moment later the officials added what many of the Israelis had already deduced: it was reasonable to presume that the Kremlin would share some of what they learned with their ally Iran, Israel’s most dangerous adversary.

Currents of alarm and anger raced through those present at the meeting, says the Israeli source, but their superiors in Israel remained unconvinced—no supporting evidence, after all, had been provided—and chose to ignore the prognostication.

The covert mission into the forbidden plains of northern Syria was a “blue and white” undertaking, as Israel, referring to the colors of its flag, calls ops that are carried out solely by agents of the Jewish state.

Yet—and this is an ironclad operational rule—getting agents in and then swiftly out of enemy territory under the protection of the nighttime darkness can be accomplished only if there is sufficient reconnaissance: the units need to know exactly where to strike, what to expect, what might be out there waiting for them in the shadows. For the mission last winter that targeted a cell of terrorist bombers, according to ABC News, citing American officials, the dangerous groundwork was done by an Israeli spy planted deep inside ISIS territory. Whether he was a double agent Israel had either turned or infiltrated into the ISIS cell, or whether he was simply a local who’d happened to stumble upon some provocative information he realized he could sell—those details remain locked in the secret history of the mission.

What is apparent after interviews with intelligence sources both in Israel and the U.S. is that on the night of the infiltration the helicopters carrying the blue-and-white units came down several miles from their target. Two jeeps bearing Syrian Army markings were unloaded, the men hopped in, and, hearts racing, they drove as if it had been the most natural of patrols into the pre-dawn stillness of an enemy city.

“A shadow unit of ghosts” is what the generals of Aman, Israel’s military-intelligence organization, envisioned when they set up Sayeret Matkal. And on this night the soldiers fanned out like ghosts in the shadows, armed and on protective alert, as the Mossad tech agents did their work.

Again, the operational details are sparse, and even contradictory. One source said the actual room where the ISIS cell would meet was spiked, a tiny marvel of a microphone placed where it would never be noticed. Another maintained that an adjacent telephone junction box had been ingeniously manipulated so that every word spoken in a specific location would be overheard.

The sources agree, however, that the teams got in and out that night, and, even before the returning choppers landed back in Israel, it was confirmed to the jubilant operatives that the audio intercept was already up and running.

Now the waiting began. From an antenna-strewn base near the summit of the Golan Heights, on Israel’s border with Syria, listeners from Unit 8200 monitored the transmissions traveling across the ether from the target in northern Syria. Surveillance is a game played long, but after several wasted days 8200’s analysts were starting to suspect that their colleagues had been misinformed, possibly deliberately, by the source in the field. They were beginning to fear that all the risk had been taken without any genuine prospect of reward.

Then what they’d been waiting for was suddenly coming in loud and clear, according to Israeli sources familiar with the operation: it was, as a sullen spy official described it, “a primer in constructing a terror weapon.” With an unemotional precision, an ISIS soldier detailed how to turn a laptop computer into a terror weapon that could pass through airport security and be carried on board a passenger plane. ISIS had obtained a new way to cause airliners to explode suddenly, free-falling from the sky in flames.

When the news of this frightening ISIS lecture arrived at Mossad’s headquarters outside Tel Aviv, officials quickly decided to share the field intelligence with their American counterparts. The urgency of the highly classified information trumped any security misgivings. Still, as one senior Israeli military official suggested, the Israeli decision was also egged on by a professional vanity: they wanted their partners in Washington to marvel at the sort of impossible missions they could pull off.

They did. It was a much-admired, as well as appreciated, gift—and it scared the living hell out of the American spymasters who received it.

On the cloudy spring morning of May 10, just an uneasy day after the president’s sudden firing of F.B.I. director James B. Comey, who had been leading the probe into possible collusion between the Trump campaign and Russian operatives, a beaming President Trump huddled in the Oval Office with Sergey Lavrov and Sergey Kislyak.

And, no less improbably, Trump seemed not to notice, or feel restrained by, the unfortunate timing of his conversation with Russian officials who were quite possibly co-conspirators in a plot to undermine the U.S. electoral process. Instead, full of a chummy candor, the president turned to his Russian guests and blithely acknowledged the elephant lurking in the room. “I just fired the head of the F.B.I.,” he said, according to a record of the meeting shared with The New York Times. “He was crazy, a real nut job.” With the sort of gruff pragmatism a Mafia don would use to justify the necessity of a hit, he further explained, “I faced great pressure because of Russia. That’s taken off.” Yet that was only the morning’s perplexing prelude. What had been an unseemly conversation between the president and two high-ranking Russian officials soon turned into something more dangerous.

“I get great intel,” the president suddenly boasted, as prideful as if he were bragging about the amenities at one of his company’s hotels. “I have people brief me on great intel every day.”

He quickly went on to share with representatives of a foreign adversary not only the broad outlines of the plot to turn laptop computers into airborne bombs but also at least one highly classified operational detail—the sort of sensitive, locked-in-the-vault intel that was not shared with even Congress or friendly governments. The president did not name the U.S. partner who had spearheaded the operation. (Journalists, immediately all over the astonishing story, would soon out Israel). But, more problematic, President Trump cavalierly identified the specific city in ISIS-held territory where the threat had been detected.

As for the two Russians, there’s no record of their response. Their silence would be understandable: why interrupt the flow of information? But in their minds, no doubt they were already drafting the cable they’d send to the Kremlin detailing their great espionage coup.

So why? Why did a president who has time after volatile time railed against leakers, who has attacked Hillary Clinton for playing fast and loose with classified information, cozy up to a couple of Russian bigwigs in the Oval Office and breezily offer government secrets?

Any answer is at best conjecture. Yet in the search for an important truth, consider these hypotheses, each of which has its own supporters among past and current members of the U.S. intelligence community.

The first is a bit of armchair psychology. In Trump’s irrepressible way of living in the world, wealth is real only if other people believe you’re rich. If you don’t flaunt it, then you might as well not have it.

So there is the new president, shaky as any bounder might be in the complicated world of international politics, sitting down to a head-to-head with a pair of experienced Russians. How can he impress them? Get them to appreciate that he’s not some lightweight, but rather a genuine player on the world stage?

There’s also the school of thought that the episode is another unfortunate example of Trump’s impressionable worldview being routinely shaped by the last thing he’s heard, be it that morning’s broadcast of Fox & Friends or an intelligence briefing in the Oval Office. As advocates of this theory point out, the president was likely told that one of the issues still on his guests’ minds would be the terrorist explosion back in October 2015 that brought down a Russian passenger plane flying above Egypt’s Sinai Peninsula, killing all 224 people on board. With that seed planted in the president’s undisciplined mind, it’s a short leap for him to be off and running to the Russians about what he knew about an ISIS scheme to target passenger aircraft.

Yet there is also a more sinister way to connect all the dots. There are some petulant voices in official Washington who insist that the president’s treachery was deliberate, part of his longtime collaboration with the Russians. It is a true believer’s orthodoxy, one which predicts that the meeting will wind up being one more damning count in an indictment that Robert Mueller, the special counsel, will ultimately nail to the White House door.

But, for now, to bolster their still very circumstantial case, they point to a curiosity surrounding the meeting in the Oval Office—U.S. journalists were kept out. And, no less an oddity, the Russian press was allowed in. It was the photographer from TASS, the state-run Russian news agency, who snapped the only shots that documented the occasion for posterity. Or, for that matter, for the grand jury.

But ultimately it is the actions of men, not their motives, that propel history forward. And the president’s reckless disclosure continues to wreak havoc. On one level, the greatest casualty was trust. The president was already waging a perilous verbal war with the U.S. intelligence agencies. His sharing secrets with the Russians has very likely ground whatever remnants of a working relationship had survived into irreparable pieces. “How can the agency continue to provide the White House with intel,” challenged one former operative, “without wondering where it will wind up?” And he added ominously, “Those leaks to The New York Times and The Washington Post about the investigations into Trump and his cohorts is no accident. Trust me: you don’t want to get into a pissing match with a bunch of spooks. This is war.”

And what about America’s vital intelligence relationships with its allies? Former C.I.A. deputy director Michael Morell publicly worried, “Third countries who provide the United States with intelligence information will now have pause.”

In Israel, though, the mood is more than merely wary. “Mr. Netanyahu’s intelligence chiefs . . . are up in arms,” a prominent Israeli journalist insisted in The New York Times. In recent interviews with Israeli intelligence sources the frequently used operative verb was “whiten”—as in “certain units from now on will whiten their reports before passing them on to agencies in America.”

What further exacerbates Israel’s concerns—“keeps me up at night” was how a government spymaster put it—is that if Trump is handing over Israel’s secrets to the Russians, then he just might as well be delivering them to Iran, Russia’s current regional ally. And it is an expansionist Iran, one Israeli after another was determined to point out in the course of discussions, that is arming Hezbollah with sophisticated rockets and weaponry while at the same time becoming an increasingly visible economic and military presence in Syria.

“Trump betrayed us,” said a senior Israeli military official bluntly, his voice stern with reproach. “And if we can’t trust him, then we’re going to have to do what is necessary on our own if our back is up against the wall with Iran.”

Yet while appalled governments are now forced to rethink their tactics in future dealings with a wayward president, there is also the dismaying possibility that a more tangible, and more lethal, consequence has already occurred. “The Russians will undoubtedly try to figure out the source or the method of this information to make sure that it is not also collecting on their activities in Syria—and in trying to do that they could well disrupt the source,” said Michael Morell.

What, then, was the fate of Israel’s agent in Syria? Was the operative exfiltrated to safety? Has he gone to ground in enemy territory? Or was he hunted down and killed?

One former Mossad officer with knowledge of the operation and its aftermath will not say. Except to add pointedly, “Whatever happened to him, it’s a hell of price to pay for a president’s mistake.”

olks, this is not a drill. Trump's FCC chairman Ajit Pai is moving full speed ahead with a plan to end Net Neutrality, the single most important safeguard against corporate control of the internet.

In a statement, Pai, a former telecom executive, defended the rollback, "Under my proposal, the federal government will stop micromanaging the internet.” Don't believe it for a second. His plan is nothing more than a huge win for cable companies that would drive up prices and jeopardize equal access to the internet.

If the plan goes through, internet service providers would be able to charge websites a fee to reach consumers over faster Internet speeds. This new power (something cable giants have wanted for years) would give corporate executives enormous power over what the American people can access and share online.

In an obvious attempt to sneak the repeal past an unsuspecting public over the holidays, the final vote is scheduled for mid-December. That means we have less than a month to stop this travesty. You can make your voice heard by visiting: www.battleforthenet.com

f you want one anecdote that sums up the place we are in today, consider this:

The President of the United States decides not to invite American Nobel Prize winners to the White House. And at least some of those Nobel Laureates are relieved by the decision.

This is a sad symbol of the depths to which we have sunk. This country was born in the spirit of science. It was, and remains, a great experiment. Our institutions were formed in an Age of Reason.

We have not always lived up to our ideals, far from it. But by and large a respect for intellect, and learning, and knowledge, has been one of the hallmarks of our nation. If we are to continue on a just and steady path, we will have to embrace science and reason

This requires leadership, not pettiness.

On the Rehabilitation of George W. Bush, Say It Again: The Enemy of Our Enemy Is Still a War Criminal

Who even remembers that, back in September 2002, Lawrence Lindsey, then President George W. Bush’s chief economic adviser, offered an upper limit estimate on the cost of a future war in Iraq at $100 billion to $200 billion?  He also suggested that the “successful prosecution” of such a war “would be good for the economy.” That December, Mitch Daniels, director of the Office of Management and Budget, contradicted Lindsey, indicating that the real costs of such a war might be only $50 billion to $60 billion.  And the top officials of the Bush administration weren’t particularly worried about paying for the occupation that was slated to follow since, as Deputy Secretary of Defense Paul Wolfowitz put it in May 2003 after Baghdad had been taken by the U.S. military, Iraq was floating “on a sea of oil.”

Of course, by that pre-invasion September, President Bush and his top officials had already decided to invade, take out Saddam Hussein, and turn Iraq into a bastion of American power in the oil heartlands of the Middle East.  It was just a matter of how and when to make the case to the American people.  (As White House Chief of Staff Andrew Card put it that month, “'From a marketing point of view, you don't introduce new products in August.”)

That was a decade and a half ago.  Just recently, the Costs of War project at Brown University’s Watson Institute offered a new estimate of what America’s wars in Afghanistan, Iraq, Syria, and Pakistan will cost the country through fiscal year 2018 and it’s a figure -- $5.6 trillion -- that should make your head spin.  It certainly leaves Lindsey’s and Daniels’s estimates in a ditch somewhere on the road to Baghdad.  Put another way, we’re talking at a bare minimum about a cost per American taxpayer since September 12, 2001, of more than $23,000.  Good for the economy?  Hmmm.  And the Costs of War report's estimate doesn’t even include interest on the borrowing that’s taken place to pay for those wars, which, it suggests, is “projected to add more than $1 trillion dollars to the national debt by 2023.”

Worse yet, these days America’s 16-year-old set of wars only seems to be expanding and is now regularly referred to in the Pentagon and elsewhere as a “generational struggle.”  Translation: we’re still going to be at it in 2027, maybe even in 2037, or 2047, pouring down the black hole of war trillions more in taxpayer dollars that might have gone into the American economy and our crumbling infrastructure.

Isn’t this, then, an appropriate moment to offer a small tip of the cap to George W. Bush, Dick Cheney, Donald Rumsfeld, and the rest of the crew for imagining a world in which such invasions and occupations would lead to the American domination of this planet until the end of time?  It’s in this context that TomDispatch regular Rebecca Gordon, author of American Nuremberg: The U.S. Officials Who Should Stand Trial for Post-9/11 War Crimes, considers the favor Donald Trump has done Bush and the rest of his former administration.  He’s made them look good at a moment when they should look truly terrible.  Ah, Donald, how thoroughly big league of you!

Say It Again: The Enemy of Our Enemy Is Still a War Criminal

e received a prestigious award from the West Point Association of Graduates. He published a “runaway” bestselling autobiography. Last February, a lavishly produced book celebrating his paintings of Americans who served in the military was, as Time put it, “burning up the Amazon charts.”

Still, the liberal media wasn’t ready to embrace George W. Bush -- not at least until he made some oblique criticisms of the current tenant of his old position, suggesting that, in the present political climate, “bigotry seems emboldened.” Seems? Have you been to Charlottesville lately, Mr. Bush?

The former president was less tentative on the main subject of his address to a conference on “democracy” he’d organized in New York City: the importance of free trade and the need for a large American footprint in the world. “We see a fading confidence in the value of free markets and international trade,” he said, “forgetting that conflict, instability, and poverty follow in the wake of protectionism.” More on that speech later.

Not the First Rehab Job

George W. Bush is hardly the first disgraced Republican president and war criminal to worm his way back into American esteem. Richard Nixon remains the leader in that department.  He spent his later years being celebrated as an elder statesman and a master of realpolitik in international relations. In the process, he managed to shake off the dust of Watergate.

In those years, few even remembered that his was the first administration in which both the president and vice president resigned. In 1973, that disgraced vice president, Spiro Agnew, pled guilty to a felony count of tax evasion, but not before he’d bequeathed the English language a few of its most mellifluous sobriquets, among them the “nattering nabobs of negativism” and the “effete corps of impudent snobs” (aimed at those who opposed the Vietnam War).

Nixon’s rehabilitation not only reduced the Watergate scandal in American memory, but also essentially obliterated his greater crimes, among which were these:

* while still a presidential candidate in 1968, he opened a secret back channel to the South Vietnamese government to keep it out of peace talks with the North that might have benefited his Democratic opponent;

* in the war itself, he oversaw the expansion of the CIA’s Phoenix Program of torture and assassination in which, as historian Alfred McCoy has described it, “the formalities of prosecution” of suspected Viet Cong were replaced “with pump and dump -- pumping suspects of information by torture and then dumping the bodies, more than 20,000 of them between 1968 and 1971”;

* he also oversaw an expansive, illegal, and undeclared war in Cambodia (which, when it was about to come to light, he described as a brief “incursion” into that country);

* he oversaw the saturation or “carpet” bombing of the North Vietnamese capital, Hanoi, and that country’s major port, Haiphong;

* and he presided over the “first 9/11,” the 1973 military coup that murdered Chile’s elected president, Salvador Allende, ushering in years of terror and torture under General Augusto Pinochet.

And don’t think that Richard Nixon is the only other example of such a post-presidential rehabilitation. Ronald Reagan is now remembered by friend and foe alike as a kind, folksy president and a wily strategist who ended the Cold War by forcing a cash-strapped Soviet Union to keep up with U.S. defense spending and then negotiated directly with Russian leader Mikhail Gorbachev. When he died in June 2004, the New York Times was typical in the largely fawning obituary it ran, describing him as “the man who restored popular faith in the presidency and the American government.”

That obituary did at least mention the Iran-Contra conspiracy in which President Reagan approved the (illegal) sale of arms to Iran to fund his (illegal) support of the Nicaraguan Contras, the murderous rebel force that sought to overthrow that country’s leftist Sandinista government. “The deception and disdain for the law,” commented the obituary, “invited comparisons to Watergate, undermined Mr. Reagan's credibility, and severely weakened his powers of persuasion with Congress.” An odd set of observations about a man being hailed for restoring faith in the presidency, but consistent with the contradictions inherent in any lionization of Reagan.

Lest we forget, he was also the president who began his first term by attacking unions, starting with the Professional Air Traffic Controllers Organization, a move which so many years later still results in regular flight delays, thanks to a 27-year low in the number of air controllers. Reagan also inaugurated the mania for deregulation that led to the savings and loan crisis of the 1980s and ultimately to the subprime mortgage crisis and financial meltdown of 2007-2008. His presidency reinforced what would become a never-ending slide in the value of real wages and his tax policies were the starting point for what has, in our own time, become not an inequality gap but an inequality chasm that has now left three men with the same amount of wealth as 160 million Americans. (Not surprisingly, depending on who’s calculating it, the United States either has the world’s highest or perhaps fourth-highest Gini score, a measurement of economic inequality.)

Nixon had to wait many years for his rehabilitation and Reagan’s was largely posthumous.  At a vigorous 71, however, Bush seems to be slipping effortlessly back onto the national stage only nine years after leaving office essentially in disgrace.  He will evidently have plenty of time to bask in history’s glow before the first of those nostalgic obituaries are written.  And for that, he can thank Donald Trump.

W. Redux?

During that October 17th speech in which he criticized Trump without mentioning his name, George W. Bush touted the “Spirit of Liberty: At Home, in the World." There, he bemoaned the degradation of political discourse by “casual cruelty,” noting that “bullying and prejudice in our public life sets a national tone, provides permission for cruelty and bigotry, and compromises the moral education of children.” Like the rest of his family, Bush does not share Trump’s aversion to immigrants, so he added that this country seems to be forgetting “the dynamism that immigration has always brought to America.”

Articles in the New York Times, the Washington Post, and even the Guardian eagerly reported Bush’s implicit criticisms of the president as a hopeful sign of resistance to Trumpism from the “responsible” Republican right. Politico simply labeled the event a “George W. Bush speech on Trumpism,” although much of it was about the decline of democracy in Europe and the value of free trade.

It’s certainly true that his speech included oblique critiques of the man who repeatedly insulted his brother Jeb as “a very low-energy kind of guy” and knocked him out of the race to be the third Bush to sit in the Oval Office, but it’s worth reading the whole address. It’s vintage W. -- that is, vintage W. as a war criminal. He began, for instance, by reprising the lie that “since World War II, America has encouraged and benefited from the global advance of free markets, from the strength of democratic alliances, and from the advance of free societies.”

As Alfred McCoy demonstrates in his recent book, In the Shadows of the American Century, that is a particularly disingenuous description of a 70-year history in which Washington supported and, in a remarkable number of cases was directly involved in, the destruction of free societies. A list of examples would perhaps begin with the 1953 British and U.S.-backed coup against the democratically elected Iranian Prime Minister Mohammad Mossadegh that would install the despotic Shah in power in that country.  It would certainly continue with the 1954 U.S. and United Fruit Company coup against Jacobo Arbenz, the democratically elected president of Guatemala (an early instance of Washington’s post-World War II “encouragement” of anything-but-free-trade); the 1960 CIA-backed coup against, and the murder of, Congolese Prime Minister Patrice Lumumba; and the 1973 military coup in Chile. An honest history would also include the active “encouragement” of societies that were anything but free, including those run by juntas, dictators, or military governments in Greece, Brazil, Argentina, the Philippines, Indonesia, Nicaragua, El Salvador, Honduras, Uruguay, Iraq, and South Korea, to name just a few.

Of course, George W. Bush is hardly the first president to lie about the post-World War II record of the United States.  Nor is he the first to suggest that “American security is directly threatened by the chaos and despair of distant places,” which he attributed in his speech to the lack of the democracy Washington put so much effort into destroying in more than 70 countries across the planet.

And don’t forget that it was precisely the pretext of a direct threat to American security that led to the most criminal lie of his career: the insistence that Iraqi autocrat Saddam Hussein possessed weapons of mass destruction and that the U.S. invasion of his country was justified by a (legally questionable) case of preemptive self-defense. By initiating a war of aggression, by loosing “shock and awe” on the capital of a nation that had not attacked ours, President Bush committed a war crime. Indeed, it was the first in the list of crimes for which the leaders of Nazi Germany were indicted at Nuremberg after World War II: the ultimate crime against peace.

Few Americans have ever heard of the Kellogg-Briand Pact, but in 1928 the United States signed it and the Senate ratified it by a vote of 85-1. The 50 signatories of that treaty renounced war as a means of settling international disputes and, as the authors of The Internationalists: How a Radical Plan to Outlaw War Remade the World have argued, by implication made aggressive war a violation of international law. The U.S. Constitution states in Article 6 that “all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land.” By invading Iraq, Bush broke both international and U.S. law.

In addition to his crimes against peace, Bush and his administration were also the authors of such traditionally recognized war crimes as torture and the use of chemical weapons. One of the uglier aspects of the U.S. military’s battle for the Iraqi city of Fallujah was its use of white phosphorus, an incendiary munition. Phosphorus ignites spontaneously when exposed to air.  If bits of the chemical attach to human beings, skin and flesh burn away. The burning continues as long as there is oxygen available, sometimes right into the bone.

In short, isn’t it a little early to begin rehabilitating the man responsible for indefinite detention at Guantánamo, “enhanced interrogation techniques,” and the deaths of hundreds of thousands of Iraqis and at least 150,000 Afghans -- not to mention the trillions of U.S. dollars shoved down the memory hole in pursuit of the futile wars that followed?

Leda and the Swan 

The same year that the Kellogg-Briand Pact was signed, William Butler Yeats published a collection of poems called The Tower. It contains what many consider his masterpiece, the harrowing sonnet “Leda and the Swan.” In it, Yeats recreates the moment in Greek myth when Zeus, the ruling god of Olympus, having taken the form of a swan, rapes the helpless human woman Leda, leaving her pregnant with a daughter.  That daughter became Helen of Troy, whose abduction was the casus belli for the Trojan War.

The poet begins with the victim’s shock and awe:

“A sudden blow: the great wings beating still
Above the staggering girl, her thighs caressed
By the dark webs, her nape caught in his bill,
He holds her helpless breast upon his breast.

In the final stanza, Yeats writes:

“A shudder in the loins engenders there
The broken wall, the burning roof and tower
And Agamemnon dead.”

In those brief words can be read an entire history of war and death, recounted more fully in the 15,693 lines of the Iliad, all somehow encapsulated in that first act of violence.

In his poem, Yeats implies that Zeus knows full well the final outcome of his act. Similarly perhaps, the “swans” of Washington in 2003, which was at that time the planet's own imperial Olympus, had more than an inkling of the broken walls, the burning roofs and towers their invasion of Iraq might engender. As early as 1996, future Vice President Dick Cheney’s fellow hawks Richard Perle and Douglas Feith -- who would later join the Bush administration as adviser on the Defense Policy Board and under secretary of defense for policy -- helped write a report for Benjamin Netanyahu, who was then running the Israeli government for the first time. Titled “A Clean Break: A New Strategy for Securing the Realm,” it urged the leaders of Israel’s right-wing Likud party to leave behind the nation’s previous geopolitical strategy by abandoning peace negotiations with the Palestinians and using military means to actively restructure the Middle East in their favor.

“Israel,” the authors argued, “can shape its strategic environment, in cooperation with Turkey and Jordan, by weakening, containing, and even rolling back Syria.” Such a campaign would begin by “removing Saddam Hussein from power in Iraq -- an important Israeli strategic objective in its own right -- as a means of foiling Syria’s regional ambitions.” The ultimate goal was a realignment of power in the region, with Syria destabilized, a monarchy in Iraq, and a new regional alliance among Turkey, Jordan, and Israel.

It would prove to be the geopolitical equivalent of a movie preview. In the wake of 9/11, the same cast of characters would take a similar path in Washington and, in the end, that “rolling back” operation would shake or destroy country after country from Afghanistan and Iraq to Libya and Yemen.  Since the 2003 invasion of Iraq, Syria has certainly been destabilized in ways almost impossible to imagine, through the rise of ISIS (born in an American military prison) and a vicious, multi-sided civil war that, by early 2016, had left more than a tenth of its population killed or injured.  In the process, more than 10 million people, including untold numbers of children, were turned into internal or external refugees.

Netanyahu, in fact, would reject the “clean break” proposal (perhaps because it also suggested that Israel make a clean break with its dependence on U.S. aid), but the neocons were undeterred. In 1998, they resurrected the plan as part of a new pressure group they formed, the Project for a New American Century (PNAC), and presented it to Bill Clinton in a letter encouraging him to direct “a full complement of diplomatic, political, and military efforts” to “remove Saddam Hussein from power.”

Nor were they overly concerned about the legality of such a move, writing that “American policy cannot continue to be crippled by a misguided insistence on unanimity in the U.N. Security Council.” In other words, the country should not be “crippled” by adherence to the U.N. Charter, whose Article 51 prohibits unilateral war making without Security Council approval, except in cases of immediate “individual or collective self-defense if an armed attack occurs against a Member of the United Nations.”

Like Netanyahu, Clinton ignored their suggestion. However, the signatories of the letter included many figures who would become key players in the Bush administration, among them Vice President Dick Cheney, Secretary of Defense Donald Rumsfeld, Undersecretaries of State John Bolton and Richard Armitage, Reagan hold-over Elliott Abrams, and Zalmay Khalilzad, who among other roles served as Bush’s special envoy and ambassador at large for free Iraqis. And it included, of course, Cheney adviser and Deputy Secretary of Defense Paul Wolfowitz, who had prepared a draft of a 1992 Defense Planning Guidance document for President George H.W. Bush in which he argued for the importance of U.S. readiness to take unilateral military action, whether approved by the United Nations or not.

In other words, the top officials of the Bush administration took office already planning to attack Iraq. It only awaited 19 mostly Saudi terrorists hijacking four American commercial airliners on September 11, 2001. That would be the pretext to launch what has become a “generational struggle” that would eventually destroy Iraq, Libya, Syria, and Yemen (and almost as a side dish, Afghanistan), and which now threatens to engulf the entire Greater Middle East, North Africa, and parts of Asia, from Afghanistan to the Philippines, in a set of never-ending wars and spreading terror movements.

All that suffering sprang from the actions of one feckless president and his crew. So what if -- after 16 years of fruitless war, 16 years of disintegrating American infrastructure, 16 years of almost unprecedented inequality -- George W. Bush does find Trump’s rhetorical style distasteful? Is that really any reason to turn a presidential war criminal into a liberal hero?

Here's What Your President Is Doing Right Before Thanksgiving

n the daily wrestling match within this administration* between staggering incompetence and unreasoning cruelty, the sides are generally pretty even. However, Tuesday was one of those days where the latter really came to play. From the L.A. Times:

The so-called temporary protected status for Haitians will expire in 18 months, in July 2019, officials with the Department of Homeland Security announced Monday night. The unusually long lead time will give Haitians currently under protection an opportunity to seek some other kind of legal status if they qualify — or to make arrangements to leave. By far the largest group of Haitians covered by the order live in Florida, with another large community in New York. For months, administration officials have signaled their intention to end special designations that have allowed immigrants who entered the U.S. illegally from Haiti and other troubled nations to stay on and work in the U.S. The existing protections were intended to provide temporary respites for citizens of hard-hit countries, not permanent legal status in the U.S., officials note.

Temporary Protected Status is one of those programs that, by and large, takes the Statue of Liberty seriously. Undocumented people who come here fleeing either natural disasters—as was the case with the 60,000 Haitians who came here in the wake of a massive earthquake in 2010, whom the administration* now plans to send home—or internal bloodshed. There are 200,000 Salvadorans here who came after an earthquake struck that country 16 years ago. Sending them back, which this administration* will get around to doing, is sending them back to internal bloodshed and civil strife.

The Haitians—as Marco Rubio explained in a pointed op-ed in The Miami Herald—are being sent back to a devastated country that is in no way prepared to take them in.

Haitians who have been in the United States under TPS have played a significant role in rebuilding their country. Personal contributions from the Haitian community in the U.S. make up nearly 25 percent of Haiti’s gross domestic product. Many Haitians depend on the financial support from family members abroad, which amounted to $2.4 billion in 2016 and has grown steadily every year since 1998. That said, ongoing natural disasters and global health challenges like HIV/AIDS, malaria, and unchecked cholera, have undermined Haiti’s ability to meet its full potential. Haitians were first struck by a cholera outbreak after United Nations (UN) peacekeepers transmitted the disease during the 2010 earthquake recovery efforts. Since then, nearly 800,000 Haitians have contracted cholera, resulting in 10,000 deaths from the disease alone.

There is no good reason to send these people back. They work. They pay every tax except the federal income tax. They contribute to their communities. But they are people of color, and the notion he'd ship as many of them out of the country as possible is what got this president* elected.

“Since the 2010 earthquake, the number of displaced people in Haiti has decreased by 97 percent,” said Duke. “Significant steps have been taken to improve the stability and quality of life for Haitian citizens, and Haiti is able to safely receive traditional levels of returned citizens.”

And once they’re gone, they’re Haiti’s problem again. Out of sight, and the administration*’s out of its mind.
