To affect the fair, flat and equitable distribution of the governmental costs of maintaining and assuring defense of the people of the United States and the value of their assets and savings, this proposed Constitutional Amendment is offered. Income taxes shall be discontinued as the means of providing for the common and individual defense of the nation, its people and their assets and institutions.

Proportional Defense Fee


The defense of the United States of America, being the primary governmental imprimatur as established by this Constitution, shall be supported and maintained by a proportional fee system established and affected by the Executive Branch through an annual budgeting process WITH THE ADVISE AND CONSENT OF THE House of Representatives. Said fee shall be calculated as a flat fee based upon capital assets of citizens and entities, trusts, corporations and owners of said assets, foreign and domestic, which enjoy the defense of said assets by the Department of Defense of the Executive Department, whether housed domestically or in foreign lands. The fee charged annually shall be based upon the approved annual defense budget divided by the aggregate capital value of said assets being protected directly or indirectly by the military of the United States of America. No assets shall be exempted from this fee and no deductions shall be allowed except as the House of Representatives shall define for each human individual citizen of these United States.
