Forget Mitt Romney, Karl Rove's Eyes Are on the Senate

s politicians, delegates, and thousands of reporters at the Republican and Democratic conventions obsessed over who will be elected president, a parallel convention of sorts was taking place in hotel dining rooms and private clubs around Tampa and Charlotte. There, party kingmakers met in secret with the wealthy backers who are increasingly driving this election to discuss an equally urgent question: Which party will control the U.S. Senate?

With no real chance of regaining control of the House this year, the Democrats are determined to keep hold of the other half of the Capitol. Their pitch to donors: If the Senate goes to the Republicans, Congress will unite against President Obama in a potential second term. The scarier scenario for Democrats (and one that's especially effective at prying open wallets) is that if Mitt Romney wins the White House, a Republican House and Senate could join with him to dismantle the Affordable Care Act and unravel government regulations. Republican fundraisers employ the same sales technique, only in reverse: Even if Romney wins, a Democratic majority in the Senate would stand in the way of his most ambitious plans. Total control of government is all that matters.

No one makes this case more persuasively than Karl Rove. At a private breakfast briefing in Tampa, Rove-the most powerful unelected Republican-told about 70 of the biggest donors to his American Crossroads super PAC, "We've got to get this done to get Mitt Romney and the Senate, to repeal Obamacare on Day One!"

This rare look at the mechanics of fundraising and electoral strategy was not intended for reporters. I was invited as the guest of a financier who is a significant Republican donor. The financier knew I was a journalist. At no point was I presented with, nor did I agree to, restrictions regarding the information I heard. Upon my arrival at the breakfast, I was not asked if I was a journalist. I gave my name, identified the person who had invited me, was handed a wristband and ushered into the dining room. American Crossroads disputes this version of events, but a spokesman declined to comment further.

At the meeting, Rove made it clear how important winning the Senate is to him. The presentation began with a talk by Florida Senator Marco Rubio, the rising GOP star who introduced Romney at the convention. "I remember early on, Karl Rove sent me a check-it was big news, the fact that someone of his stature would actually take a bet on someone who was such a long shot," Rubio said of his 2009 Senate campaign. "You would turn on the TV and there were ads that created a clear distinction, and did so in ways that were meaningful."

American Crossroads Chief Executive Officer Steven Law then introduced some of the super PAC's staff, kiddingly referring to general counsel Tom Josefiak as "the guy who keeps us from ever having to wear orange jumpsuits." Then it was Rove's turn. The strategist presented a detailed analysis of the most competitive Senate contests and his plan for winning them. Rove said his total budget was $300 million, with $200 million intended for the presidential race, $70 million for the Senate, and $32 million for the House. "We should sink Todd Akin," he said about the Republican Senate candidate from Missouri, who is under pressure to leave the race following his comments about "legitimate rape." Rove joked, "If he's found mysteriously murdered, don't look for my whereabouts!" (Rove later apologized for the remark.)

The Republicans need four seats to gain a Senate majority, Rove continued. He felt "really good" about Nebraska and was optimistic about North Dakota, even though Democrats have a strong candidate in former state Attorney General Heidi Heitkamp. In Wisconsin, former Governor Tommy Thompson "has an excellent shot to win-he has a quirky, cross-party appeal." Virginia is going to be tight. Of those, Rove declared, "we can win three."

New Mexico, Hawaii, and Connecticut are "longer shots," Rove went on, but "I think we've got a shot to take at least one of those three." In Connecticut, Rove noted that Linda McMahon, the former head of World Wrestling Entertainment, whom he had once written off, was running a "really smart campaign." And the state, he noted happily, had moved to the right. "Those affluent, socially liberal, economically conservative people in Fairfield County and the New York suburbs have finally figured out that their pocketbooks matter more than abortion."

Rove said the biggest obstacle to Republican hopes of retaking the Senate is Akin in Missouri. "We don't care who the nominee is, other than get Akin out," he said. He listed five journeyman politicians in the state who are interested in taking Akin's place should he leave the race. Then he added a surprising sixth name. "The rumor is that Jack Danforth is interested, which would be astonishing," Rove said of the former Missouri senator who just turned 76. "And interestingly enough, the reason they've gotten interested in it is Romney's pick of Paul Ryan. He said, 'Romney's serious about entitlement reform, and I'd like to be there for that battle.'"

If Missouri doesn't work out, Rove identified Montana, where Republican Representative Denny Rehberg is attempting to unseat Democrat Jon Tester, as "our best other shot," and Florida, where Representative Connie Mack is trying to push out longtime Democratic incumbent Bill Nelson, as "a good shot."

Rove then shared a little anecdote. Someone he described as a "benefactor" had recently contacted him, offering to donate $10 million to be deployed in Florida-$5 million for Mack's Senate race against Nelson and $5 million for the presidential race. The donor named two conditions: One, his money had to be matched by other donors. And two, former Florida Governor Jeb Bush had to start making phone calls on their behalf. Rove paused for effect and announced: "Jeb's making phone calls for us!" The crowd erupted.

In Ohio, one of the states that has attracted the most political spending by outside groups like American Crossroads, Rove said he'd had a call from another unnamed out-of-state donor who told him, "I really like Josh Mandel," the Ohio treasurer attempting to unseat Democrat Sherrod Brown. The donor, Rove said, had asked him what his budget was in the state; Rove told him $6 million. "?'I'll give ya' $3 million, matching challenge,'?" Rove said the donor told him. "Bob Castellini, owner of the Cincinnati Reds, is helping raise the other $3 million for that one."

An exception to Rove's Senate optimism is Maine. Retiring Republican Senator Olympia Snowe is "still sitting on $3 million in hard money," he said. "She's going to use the money, her husband told me, for charitable and philanthropic efforts." He looked around the room. "So if any of you gave her money, I would call and ask for your money back. If you do, give it to Charlie Summers, our Republican candidate." His tone darkening, Rove added, "We're gonna lose either [Summers] or Scott Brown," the Massachusetts Republican running for reelection against Democrat Elizabeth Warren. "We can't afford to lose both."

After screening 14 television advertisements Crossroads had produced, ranging from anti-Obama ads to spots targeting Democratic Senate candidates in Virginia, Ohio, Montana, Florida, Massachusetts, and Nevada, former Mississippi governor and American Crossroads adviser Haley Barbour came in for the final push: "You all give so unbelievably generously," he said. "But you know what, I don't have any compunction about looking you in the eye and asking for more.

The bottom line: Rove's super PAC will spend at least $300 million this election to unseat Obama and elect Republicans to the House and Senate.

I think you missed the point of the article. It has nothing to do with Rove, and everything to do with the 2012 congressional elections, which for my money are more important than the presidential election.
Karl Rove is neither new nor unique. He has existed in American politics, in one form or another, since day 1. Simply complaining about him doesn't feed the bulldog. Everybody! Get up and out and support Democratic congressional candidates!
It's all about Congress in 2012!

Coming from a Mainer, Rove Repub will definitely lose the Maine race. They are backing a democrat in tv advertising to try to split the vote. We have an independent (semi democrat) running who will win.

Karl Rove is a dinosaur and the Republican party is on the brink of extinction. As was pointed out earlier this year, they are not making enough angry white, men to sustain it. Romney is a luke-warm candidate with luke-warm support in his own party. He has no chance of winning the White House and without that, no chance of the Senate. The GOP may lose the House for that matter.

If we take that kind of stance that it is a given then we all stay home and Romney and the GOP WILL win. We better believe that we haave to earn the victory and the point is that the GOP could likely retain the House and we could well lose the Senate if we get complacent. I doubt that in American history there has ever been a larger group of people more obsessed (and proudly so!) with its own importance than is the current Republican party. Republicans do not want poor people to get the health care they need; they do not want poor people to have the food they need; they do not want poor people to be able to retire in minimal comfort; they don't want poor people to receive a decent education; they do not think poor people deserve to be employed at a decent wage; they don't even want poor people to be able to vote. In short, if a policy in any way smacks of direct help to people in need, our principled Republicans will spend whatever millions are needed to prevent it from being implemented.

Don't believe for a minute, perkinsej, that a Regressive Congress won't attempt to repeal Obamacare or oppose a tax increase on the rich. Don't ever put the "nice guy" image on these evil villains. Rove didn't say in so many words that legislation will be coming from Congress that Rmoney the Puppet will be expected to sign, but Grover Norquist has already mouthed those words.

First reaction: Scary but totally what we'd expect. Pins on maps and heads and a focus on "We the Entitled people", and some high-5's over the smearing of the ads and the cleverness in the strategy to take over the world, or at least the United States.

Second reaction: Amazing how, like 2 comments earlier, my first thoughts were the image Rove himself harbors, of his gang properly dressed in prison orange.

Thanks so much for this shot of reality TV, fly on the wall, candid camera slice of how coups get planned in this strange land of electoral colleges. Maybe it should be termed, Reali-TEA... maybe.

Now we've no need to wait for future books on how these dedicated, desperate defenders of patronage, wealth and power collude to buy - or steel - the land of the corporate free. Once owned by We the People, not the crowd in Tampa who see government as their personal employees, rather than our representatives.

And the band plays on. Now how can we undo this plot and engineer a completely opposite result - a landslide of defeats for the Rove/Romney/Rya n/Rich party, for the Office of the President, and the mandate to continue forward out of the ditch left by 8 full years of Cheney/Bush. WE THE PEOPLE, if it is at all possible, need to sweep the House of OUR representatives , and strengthen the sane majority in the Senate.

But why accept lying down the notion that there's "no real chance of regaining control of the House this year"?

Isn't it obvious to citizens with unbleached brains in their heads that if America is to survive as a democratic republic, they must not only resist a Romney/Ryan presidency but ensure that Obama - like him or not - is at long last enabled to govern. That means a hard fight, not only for the presidency but for BOTH houses of Congress.

If you really want to become a nation of serfs, sub-men and indentured servants to Mammon and Moloch, ruled directly by a tiny oligarchy, just lie there in front of the TV and let them walk all over you. If you don't, take up your beds and walk. AND VOTE.

If only the Democrats were as united and steadfast in their ideals. Democrats run on complex issues and try not to offend anyone while Republicans simply demonize and generalize democrats. When will the DNC call them out and fight back? When will a Democrat candidate tell voters, "I'm running against Karl Rove's stand-in, and he answers to Karl, not you."

Democracy only works when people voluntarily agree to play fair in public debates, elections, and all cooperative activities. Rove and his kind simply never play fair. They take advantage of every power they can manipulate. It is Rove and his kind who have destroyed electoral system in the US.

First we have to recognize that just voting Obama back as President alone is not the total solution.

In addition to Obama winning, we need to retain, or better, increase our margin in the Senate and try to win back the House. Worst case is the GPO retain the House and we lose the Senate then America will surely CRASH! as they will never pass progressive bills just leaving Obama with the only weapon - veto. So we will end up in limbo with nothing getting done. Nothing to stop the runaway train of disaster as is now.
Where does that put America?

We need to exercise our own powers of Democrasy and YES guys the free Social Media when necessary to support the cause and get the message out. Most believe it is all about SUperPac money to win. It is all about how to communicate.

So folks don't get complacent work hard and use your powers of communcation THE VOTE and if our cause is worthy it WILL PREVAIL!!

Amazing to me that Democratic leadership all but ignored those of us who urged them to strengthen their majority in the House back in 2008-9. Now your story reads "With no real chance of regaining control of the House this year"--again, capitulation. Maybe we should start calling ourselves the Wimp Party or the Roll Over and Play Dead Party. My dad headed the party in our region of Virginia when I was a kid, and he believed every election was winnable--and did all in his power, night and day, to see it happen. Sorry, dad, the wimps and sissies are now in charge.

If the Democrats did their constitutional duty in 2006 when they were given both houses and investigated the Iraq invasion and other crimes of the administration, Rove might not be making more trouble today.

Until we have a party that has a "backbone," as Gov. Patrick of MA said, we will continue suffering with this right wing mad man.

Everyone needs to speak out and remind others that neither Bush nor Cheney can leave the country for fear of arrest for war crimes. How come Americans still say nothing about that?

I read the results of a poll yesterday and it may answer some of your questions about winning against the Rs. The polls took place in Ohio and N. Carolina and the question was: Who was responsible for the death of Osama Bin Laden 1) Obama
2) Romney 3) Don't know. The answers were 15% Romney in both states and well more than 50% Don't know in both states. That should indicate how easy it is to lie to the people and win their votes.

Like it or not, the repugs WILL control BOTH houses of Congress in a few months. If you're not ok with that, the only option we have is to make sure Mittens is not in the White House.

That means we MUST vote for Obama, whether he's left-wing enough for you or not. He's not left-wing enough for me. That's for damn sure. I still don't think suicide will solve anything. As it stands, President Obama is the only thing that even could stand in the way of the far right agenda until the 2014 midterm elections (which left-wingers are notoriously too lazy to vote in).

If it wasn't for the Supreme Court appointments I would say let the Republicans take control and then hang themselves but we can't risk that and need to weather the storm and then the demographics are going to kick in and the Republicans will no longer be able to win a national election.

Isn't that why Karl Rove is moving so hard and so fast to consolidate his one-party state NOW?

No cause for complacency or dreaming of another ANC-style 1-party state, which might in any case be as bad or worse (if that's conceivable). The storm to come will be far bigger than any party political battle. It will mean having to face REAL ISSUES that neither the 0.01% oligarchs nor the 99% have dreamed of or are able to. Inconceivable horrors, including the global warming GOP & Mad Hatter's teapartiers categorically deny, and the rest of us can't get our little minds around, will soon enough arise and hit the world over the head. Then there'll be no choices left, just the struggle to survive.

Something far greater than chickens will soon be coming in to roost.

Pray that this old man is wrong. Meanwhile, get down to real issues NOW. Stopping Rove & Co.'s takeover, for a start.

Karl Rove joking about killing someone........
Is he telling us something he might do - or has he already been there and done that, but no one knows about it? Karl Rove's "joke" just might be an inadvertent window into another aspect of his overall strategy. I wouldn't put it past him.
