			<description><![CDATA[Of course the cancer rates are high. The trade centers were built before the asbestos use was ended. The cloud was a cloud of asbestos smithereens. They were inhaled and swallowed. The Administrator could have and should have known what the result would have been from inhaled and ingested asbestos. We are lucky the cancer and death rate is as low as it is.]]></description>
