			<description><![CDATA[Please read my essay on this site: I WAS A PERSON, and share with your readers. It is very important to me to open people's eyes about this very discriminatory Medicaid law. I know that a single payer insurance system would be a better approach, but I feel, unfortunately, that I have a better chance on getting the IMD Exclusion repealed than getting single payer passed. 			<description><![CDATA[4% of US Adults have severe mental illness. This is the true underclass of this county. They often don't vote - and certainly do not have a voice, even in this "Occupy" Movement. There is a call to save Medicaid, but that would not have helped my brother or his fellow 4%, because of federally sanctioned discrmination against people with severe mental illness who need in-patient rehabilitative care. There is a Medicaid law called the Medicaid Institutes for Mental Diseases (IMD) Exclusion. If you are medicaid eligible and require in-patient rehabilitative treatment in a psychiatric hospital you are denied Medicaid coverage. Yes, that's right. It has been that way since Medicaid was enacted in 1965 and is primarily responsible for the shutting down of state hospitals and the widespread homelessness and incarceration of people with severe mental illness we see today. Yes, many people can live productive lives in the community, but many cannot. If you have diabetes or a heart condition and need in-patient rehabilitative care, Medicaid will cover it. If you have schizophrenia or have a drug addiction and need the same, Medicaid does not cover it, if you are treated in a psychiatric hospital or a residential addiction facility.
